Exclusive Possible Penguin With Card-Jitsu Snow Outfit

Hey everyone today while searching around with my anonymous penguin (so penguins don't flock around me) I saw a penguin who, possibly had a Card-Jitsu Snow outfit on!  Here's a image.

Did he/she go to one of Club Penguin's events? Was that outfit hacked?  We may or may not know when Card-Jitsu Snow comes out!
